Job Description
The Procurement & Operations Risk Analyst plays a critical role in strengthening the efficiency, transparency, and compliance of NLA's operational systems. The position ensures that procurement and operations processes are aligned with TGP Output 4, which focuses on institutional strengthening, compliance, risk management, and MEAL integration. The Analyst leads procurement planning, manages supplier relationships, conducts regular operational risk assessments, and supports financial compliance and reporting.
Key Responsibilities
Develop and manage annual procurement plans for goods, works, and services
Ensure procurement is conducted competitively and transparently in line with NLA and donor regulations
Prepare tender documents, solicit bids, and manage selection processes
Draft, finalize, and manage procurement contracts, service agreements, and purchase orders
Monitor contract implementation, deliverables, and compliance timelines
Coordinate with the Finance team to ensure timely payments and proper documentation
Identify, evaluate, and document procurement and logistics risks (e.g., supply delays, quality issues, vendor default)
Develop mitigation strategies and conduct periodic operational risk audits
Ensure adherence to NLA's procurement and financial control policies, ethical standards, and donor regulations
Advise staff on compliance, procurement ethics, and reporting mechanisms
Maintain a vetted supplier database with performance evaluations
Negotiate contracts to secure favorable terms and ensure quality standards
Monitor vendor performance and resolve disputes
Collaborate with Finance, Programs, and Administration units to forecast procurement needs and budget requirements
Deliver training to staff on procurement rules, systems, and risk mitigation
Prepare quarterly procurement and risk assessment reports for the Director of Finance & Administration and PMU
Requirements
Bachelor's degree in business administration, Supply Chain Management, Finance or related field
Professional certification (e.g. CIPS) is an advantage
3–5 years of experience in procurement, supply chain or logistics management, preferably in an NGO or development context
Experience with risk assessment or risk management processes is highly desirable
Security clearance is mandatory
Familiarity with public procurement best practices and donor regulations
Understanding of Somali market conditions and import regulations
Strong negotiation and problem-solving skills
Excellent attention to detail and organizational ability
Competence in procurement software and MS Office (e.g. Excel for tracking)
Fluency in English and Somali is required
Qualifications
Bachelor's degree in business administration, Supply Chain Management, Finance or related field.
Master’s degree in relative fields is an added advantage.
