Job Description
The Senior Curriculum Development Specialist will lead the design, development, validation, and continuous improvement of high-quality leadership training curricula for the National Leadership Academy (NLA).

This role is central to operationalizing TGP Output 2 (Institutional Capacity & Leadership Development) by ensuring the curriculum reflects national governance priorities, integrates gender and inclusion principles, incorporates digital learning methodologies, and meets international standards.

The Specialist will work closely with NLA leadership, government counterparts, and external experts to produce a transformative leadership curriculum that builds the capacity of public servants and supports institutional reform.
Key Responsibilities
Review existing training content and frameworks.
Design a competency-based leadership curriculum including course outlines, lesson plans, facilitator guides, and participant manuals.
Integrate gender-responsive and inclusive learning strategies, digital learning tools, and participatory methods aligned with TGP objectives.
Training of Trainers (TOT) and Capacity Building:
Plan and deliver at least one Training of Trainers (TOT) program per year.
Develop TOT materials and methodologies that ensure effective curriculum delivery and sustainability of leadership programs.
Mentor NLA trainers and ensure the standardization of training quality.
Coordinate expert and stakeholder review processes to validate curriculum content.
Ensure alignment with Somalia’s national competency frameworks, leadership standards, and TGP reform goals.
Incorporate feedback from practitioners, sector experts, and learners.
Provide technical support during the rollout of training programs.
Monitor and evaluate curriculum implementation, collect feedback, and update content accordingly.
Ensure training reflects MEAL indicators and contributes to Output 2 results.
Produce inception, draft, and final curriculum development reports.
Document curriculum content, methodologies, and feedback processes.
Contribute to NLA’s knowledge and visibility products, ensuring gender and inclusion are integrated throughout.
Requirements
Pedagogy: Strong pedagogical and instructional design skills in fragile context to inspire change through leadership enthusiasm.
Teaching: Excellent facilitation and presentation abilities in knowledge sharing settings.
Technical: Proficiency in Microsoft Office Suite, remote learning and digital learning tools
Dynamic Knowledge: Strong organizational, research, and analytical skills
Language: Fluency in Somali and English is required.
Work Ethics: High level of professionalism, cultural sensitivity, and adaptability.
Education: PHD in Education, Curriculum Development, Instructional Design, or related field (master’s with extensive experience may be considered).
Experience: Minimum 7 years of proven experience in curriculum development, professional teaching in higher education and instructional design. Demonstrated experience in adult learning, professional training programs, and teaching methodologies. Prior experience in higher learning or work with academic/government tertiary institutions is an asset.
Qualifications
PHD in Education, Curriculum Development, Instructional Design, or related field (master’s with extensive experience may be considered).
