Job Description
The HR, Admin & Diaspora Networking Officer is responsible for delivering comprehensive human resource management, administrative support, and structured diaspora engagement for the National Leadership Academy (NLA). The role oversees recruitment, performance management, compliance with Somali labor laws, office administration and staff development.
In addition, the Officer strengthens NLA’s engagement with Somali diaspora communities by
designing outreach initiatives, coordinating diaspora networks, and facilitating their
contributions to NLA’s leadership and capacity-building mission.
This position directly supports NLA’s operational efficiency, institutional growth, and the
integration of global Somali expertise into leadership development programs.

Key Responsibilities
Manage the full recruitment cycle including job postings, screening, interviewing, selection and onboarding of staff. • Maintain complete and up-to-date personnel files and ensure timely preparation of contracts, benefits and payroll inputs. Coordinate performance evaluations and provide guidance on HR matters to staff and supervisors. Ensure compliance with Somali labor laws, NLA HR policies and best practices. Support the management of HR grievance and complaints mechanisms.
Oversee office administration including procurement of supplies, facility management, logistics coordination and vehicle maintenance. Ensure effective office communication systems, visitor management, security protocols and an organized working environment. Support administrative processes across both programmatic and non-programmatic operations.
Design and implement strategies to engage Somali diaspora professionals in NLA programs and national development priorities. Maintain and update a database or roster of diaspora experts and stakeholders. Facilitate regular communication with diaspora networks through newsletters, social media and engagement platforms. Organize networking events, webinars, and collaborative activities linking diaspora expertise with NLA’s work.
Coordinate internal training programs, workshops and team-building activities to develop staff capacity. Support staff induction and orientation for newly hired employees. Facilitate inter-department coordination to enhance collaboration and workflow efficiency.
Assist in reviewing and updating HR and administrative policies to ensure compliance with legal and organizational standards. Promote adherence to NLA’s code of conduct, safeguarding, ethics, equality and gender inclusion principles. Contribute to institutional policy improvement processes and documentation.
Prepare periodic HR, administration, and diaspora engagement reports including staff turnover, training activities and office expenditures. Provide analytical inputs to support strategic decisions on staffing, resource allocation, and diaspora partnership initiatives.
Requirements
Human Resource Professional courses and certifications desired. Certifications in administration, organizational development, or labor compliance are an added advantage.
Minimum 3–5 years of experience in HR management, office administration or organizational support functions. Experience developing or coordinating diaspora engagement initiatives is highly desirable.
Strong understanding of HR policies, recruitment processes, labor law compliance, and HR information systems (HRIS). Demonstrated knowledge of communications, stakeholder engagement, and diaspora networking approaches. Experience designing and implementing engagement strategies for professional networks. Proficiency in MS Office Suite and administrative management tools.
Fluency in Somali and English (written and spoken).
Strong written and verbal communication skills; able to engage effectively with staff, partners, and diaspora professionals.
Understanding of Somali cultural systems and diaspora dynamics.
Upholds confidentiality, accountability, and ethical standards.
Self-driven and capable of anticipating HR, admin, and engagement needs.
Works collaboratively across all NLA departments and with external stakeholder.
Qualifications
Bachelors Degree in Human Resource Management or Business Administration and Relevant fields.
Master’s degree in Human Resource Management, public policy, International Development, Education Leadership, Public Administration or related field is added advantage.
