Job Description
The Finance, Grant and Fundraising Management Officer is responsible for managing and
strengthening NLA’s financial systems and ensuring compliance with donor and TGP programmatic requirements. This role directly contributes to the Transformational Governance Project (TGP) Output 4 (Program Management, MEAL, and Visibility) by ensuring strong
financial stewardship, transparent reporting, and effective resource mobilization to sustain NLA’s
leadership and capacity-building work.
The Officer ensures accurate budgeting, accounting, and grant tracking; supports fundraising initiatives; and contributes to digital and gender-responsive financial management processes to build institutional sustainability.

Key Responsibilities
Oversee day-to-day financial operations including accounts payable/receivable, reconciliations, payroll coordination, and general ledger management. Ensure compliance with NLA, TGP, and donor financial regulations. Support annual audits and financial verification processes..
Lead preparation of annual and quarterly budgets aligned to TGP Annual Work Plans. Monitor expenditures and budget utilization, analyze variances, and prepare periodic financial reports for Executive Management, the PSC, and donors. Ensure timely submission of financial reports aligned with project reporting cycles.
Track grant budgets, commitments, and disbursements. Ensure compliance with donor agreements and audit requirements. Prepare accurate and timely donor financial reports and grant forecasts.
Contribute financial data and projections to fundraising proposals and concept notes. Support the organization of donor engagement events and campaigns. Maintain transparency in financial reporting to build trust and attract new funding partners.
Develop, document, and implement financial policies and procedures in line with NLA’s procurement and remuneration frameworks. Integrate digital accounting tools (e.g., QuickBooks/Sage) to improve efficiency and traceability. Ensure risk management measures are integrated into financial planning.
Provide guidance and training to program staff on budgeting, expense tracking, and donor compliance. Strengthen internal financial literacy and grant management capacity across teams.
Requirements
Strong understanding of financial accounting principles and budget management. Familiarity with donor reporting standards. Experience with accounting software (e.g. QuickBooks, Sage) and Excel. Local understanding including acquiring security clearance.
High level of accuracy and attention to detail. Strong numerical and analytical skills. Excellent written and verbal communication
Fluency in Somali and English is required.
Ability to analyze financial data and explain findings clearly.
Strong ethical standards; ensures transparency and compliance in financial dealings.
Excellent at keeping accurate records and managing multiple financial tasks simultaneously.
Capable of presenting financial information to non-finance staff in an understandable way.
Proactive in improving financial processes and identifying new funding opportunities.
Works closely with program and executive staff to integrate finance with organizational needs.

Qualifications
Bachelor’s degree in accounting, Finance, Economics, or related field. Professional qualification (e.g. ACCA, CPA) is advantageous.
