Job Description
The Learning Systems & IT Officer is responsible for managing and optimizing NLA’s digital learning infrastructure and IT systems to strengthen leadership training delivery. This role plays a critical function in advancing NLA’s digital transformation agenda under TGP Output 2 (NLA operationalization) and Output 4 (Institutional Systems and MEAL).
The Officer ensures the reliability, security, and usability of learning management systems (LMS), supports faculty and students in adopting technology, and integrates digital data systems into NLA’s monitoring, evaluation, and reporting processes.

Key Responsibilities
Manage the NLA Learning Management System (LMS) and digital content platforms. Upload, update, and maintain course materials and learning pathways. Troubleshoot user issues and ensure data integrity of student and course records..
Install, configure, and maintain hardware and software (servers, routers, computers, printers, etc.). Ensure network connectivity, cybersecurity, data protection, and regular backups. Enforce IT security and acceptable use policies in alignment with TGP risk management standards.
Provide timely, high-quality technical assistance to faculty, staff, and students. Develop and maintain an internal IT knowledge base to reduce downtime and enhance user experience. Manage IT inventory and software licensing.
Deliver training sessions on LMS platforms (e.g., Moodle, Canvas) and productivity software (MS Office, Google Workspace). Support staff and students in adopting digital tools for learning and leadership development. Identify and recommend innovative educational technologies.
Ensure secure storage and backup of student, financial, and HR digital data. Collaborate with M&E to integrate digital learning analytics into program monitoring and reporting. Provide regular reports on system usage, adoption, and performance indicators.
Coordinate with external IT service providers for repairs, upgrades, and specialized services. Manage outsourced IT services within approved budgets and timelines.
Requirements
Working knowledge of Windows/Linux server environments, computer networking, and database management. Familiarity with e-learning software (Moodle, Canvas, etc.) and basic audiovisual equipment..
Security clearance from responsible government agencies
Strong problem-solving skills and ability to communicate technical information to non-technical users. Proficient in standard office software (MS Office/Google Workspace).
Fluency in English is required; proficiency in Somali is highly desirable.
Strong IT skills and eagerness to learn new technologies.
Patient and responsive support to end-users with varying levels of technical proficiency.
Creative in finding technology-based solutions to educational challenges.
Qualifications
Bachelor’s degree in computer science, Information Technology, Educational Technology or a related field.
