Job Description
The Communications & Public Relations Officer is responsible for strengthening the visibility, credibility, and strategic positioning of the National Leadership Academy (NLA) at national, regional, and international levels.
This role plays a critical function in advancing TGP Output 2 (NLA Operationalization) and TGP Output 4 (Institutional Systems, MEAL & Visibility) by ensuring coherent institutional messaging, stakeholder communication, media relations and donor-facing communication products that reflect NLA’s leadership development mandate and governance reform agenda.
The Officer ensures that NLA’s programs, achievements, partnerships and impact are effectively communicated to government counterparts, development partners, Somali diaspora, academic institutions and the wider public.

The Officer ensures that NLA’s programs, achievements, partnerships and impact are effectively communicated to government counterparts, development partners, Somali diaspora, academic institutions and the wider public.
Key Responsibilities
Develop and implement NLA’s communications and public relations strategy aligned with TGP objectives. Ensure consistent institutional branding, messaging, and tone across all communication platforms. Translate technical program outputs into clear, compelling communication product
Manage relationships with media houses, journalists, and communication partners. Draft press releases, official statements, talking points, and media briefs. Coordinate media coverage for NLA events, conferences, trainings, and high-level engagements.
Support communication with government institutions, donors, UN agencies, universities, and international partners. Prepare official correspondence, institutional briefs, and visibility materials for stakeholders. Support diaspora engagement initiatives through targeted communication products
Contribute to quarterly and annual reports by providing communication inputs, success stories, and visibility sections. Document institutional milestones, partnerships, and policy engagements. Support compliance with donor visibility and branding requirements (UNDP/TGP).
Support internal information flow through staff updates, notices, and institutional announcements. Work closely with Program, HR, IT, and M&E teams to ensure communication alignment.
Requirements
Proven experience in communications, public relations, or media engagement.
Strong understanding of governance, leadership development, and policy communication.
Excellent interpersonal and stakeholder engagement skills.
Ability to work in multicultural and fragile/post-conflict environments.
Strong digital communication, media management, and content creation skills.
Fluency in English required; Somali fluency highly desirable.
Qualifications
Bachelor’s degree in Communications, Public Relations, Journalism, International Relations, or related field.
Master’s degree in relevant fields is an added advantage.
