The National Leadership Academy seeks proposals from a qualified consultant to undertake the Development of a Comprehensive Digital Governance Policy and Standard Operating Procedures (SOP) Framework. The consultant will be responsible for designing clear, practical, and forward-looking policy instruments that strengthen NLA’s digital governance, guide the effective management of digital systems and data, and promote secure, transparent, and accountable use of technology across the institution.
The assignment will result in a comprehensive Digital Governance Policy and a set of Standard Operating Procedures that establish structured processes for digital operations, data management, cybersecurity practices, and technology-enabled service delivery. The deliverables should be context-appropriate, gender-responsive, and aligned with NLA’s vision of fostering innovative, ethical, and transformative leadership for nation-building in Somalia.
