Consultancy to develop a comprehensive curriculum framework covering three leadership pathways: Emerging Leaders, Mid-Career Professionals, and Senior Executives.

National Leadership Academy seeks to engage a highly qualified and experienced consulting firm, consortium, or team of experts to design, review, standardize, and finalize specialized leadership curricula aimed at strengthening leadership capacity across Somalia. The assignment will deliver comprehensive, competency-based curricula tailored to three leadership pathways: Emerging Leaders, Mid-Career Professionals, and Senior Executives ensuring a structured progression of skills, knowledge, and leadership competencies aligned with national development priorities and governance needs. The consultancy will develop high-quality training modules, facilitator guides, participant materials, practical exercises, and Somali-contextualized case studies, alongside robust assessment and evaluation tools to ensure measurable learning outcomes and continuous program improvement.

The selected firm will also ensure coherence, standardization, and quality assurance across all curriculum outputs, while integrating inclusive, gender-responsive, and contextually relevant approaches that promote participation of women, youth, persons with disabilities, and marginalized groups. The assignment includes capacity building through training-of-trainers (ToT), facilitator orientation, and structured knowledge transfer to strengthen the Academy’s internal delivery capabilities, as well as pilot implementation to refine the curricula based on practical feedback. Ultimately, this engagement aims to establish a modern, scalable, and impactful leadership development framework that supports institutional reform, ethical leadership, and sustainable national development, with adaptability for in-person, blended, and digital learning environments.

Key Requirements
Legally registered consulting firm, consortium, or expert team eligible to operate.
Minimum 7 years of proven experience in: Curriculum development, Leadership training, Public sector capacity building
Proven track record working with: Government institutions, National training academies, Development or capacity-building programs
Language requirement: Fluency in English (mandatory), Somali language (strong advantage)
Ability to integrate: Gender-responsive approaches social inclusion and accessibility considerations
Legal and compliance documents: Registration certificate, Tax compliance, Supporting credentials
